BILOXI — The 89 years of Noel Joseph Cipriano overflowed with patriotism, confirmed by the retired ranks of Army brigadier general and Guard colonel before his name. It was also filled with adventure, compassion, volunteerism and book-loads of fascinating stories he never wrote down.
